Sergeant Elmo Banning is a 28-year veteran officer with the Sacramento City Police Department and the Division Chief of the Critical Incident Response Division of D-Prep, LLC.
Sgt. Banning has been assigned to a variety of positions throughout his career including Patrol, Burglary, Robbery, and Vice units. He spent 13 years as a Supervisor in the Narcotic’s division where he was appointed as a Special Task Force Agent with the California Department of Justice, Bureau of Narcotics Enforcement for two years.
Sergeant Banning attended the California State University at Sacramento with a major in Criminal Justice and a minor in Communications. He is a graduate from the United States Drug Enforcement Administration’s, Drug Unit Commanders Academy, located in Quantico, Virginia. The California Narcotic Officers’ Association has recognized him twice as the “Narcotic Officer of the Year”.
Sergeant Banning has been an instructor for the California State Department of
Justice’s Advanced Training Center for the past 14 years. He is an instructor at the Basic Special Agent Academy for DOJ and at the Basic Recruit Academy for the Sacramento Police Department. Sergeant Banning is a senior instructor for the Department of Defense, specializing in Critical Incident Response to terrorists’ incidents and teaches several other narcotics specific courses for the Regional Counterdrug Training Academy based at the Naval Air Station in Meridian, Mississippi. Sergeant Banning instructs the Critical Incident Response Course for Supervisors and Managers administered by D-PREP, LLC and certified by the California Commission on Peace Officers Standards and Training. Sergeant Banning teaches these classes and several other courses throughout the country.
Sergeant Banning has been involved in a number of critical incidents as a first responding field supervisor and as the shift watch commander. Sergeant Banning was the patrol supervisor assigned to day shift in Downtown Sacramento.
