Banning1.jpgRetired Lieutenant Brian Banning is currently on contract assignment to the California Emergency Management Agency (CalEMA). Employed as a senior analyst with Systems Research and Applications (SRA) International, Brian works on statewide issues within CalEMA’s Critical Infrastructure Protection division. Prior to this assignment he was the Assistant Commander of the Sacramento Regional Terrorism Threat Assessment Center (RTTAC); a multi-agency intelligence fusion center that supports the case work of the Federal Bureau of Investigation led Joint Terrorism Task Force at the Top Secret level. At the RTTAC he also worked on Critical Infrastructure Protection matters with the California Office of Homeland Security conducting threat and vulnerability assessments and enhancing security on selected critical infrastructure sites. Brian served with the Sacramento County Sheriff’s Office for over 25 years. In the Sacramento County jails, Brian developed the jail intelligence concept, creating and developing Sacramento’s program to four full-time deputy sheriffs. In addition to his normal duties, Brian has been involved in Hostage Negotiations for 16 years, participating in over 275 critical incidents, 100 at command rank. He has served as an elected member of the California Association of Hostage Negotiators’ Executive Board for 8 years, including President and is now an Honorary Life Member, ex president. Lieutenant Banning holds a B.A. in Police Science and has completed over 1000 hours of additional training in Hostage Negotiations and Law Enforcement incident command. His articles have been published in the ‘California Association of Hostage Negotiators Magazine’ several times. A well known instructor with international speaking experience, Brian has authored or collaborated on and instructed numerous courses on: Civil Disturbance; Civil Liability; Hostage Negotiations (from basic to command); Racial Profiling; Infrastructure Security and Threat Assessments; Buffer Zone Protection Program; Terrorism Intelligence Fusion; and Domestic Terrorism Attacks. Brian’s dedication to public service has been recognized by his Department through numerous awards for service at critical incidents; by elected officials for his policing projects and is further recognized by the California Governor’s Office of Homeland Security for his efforts and work in Critical Infrastructure Protection.
